It's great if someone has the "want to" and the "know how," but if they can one have one, then I would choose the "want to" over the "know how." I can teach "know how", but I can't teach "want to." The desire to "want to" far outweighs the skills needed to "know how." If someone takes a chance on you because you are lacking the "know how," make sure you step up to do your part and show the "want to" to learn the "know how." After all it's the right thing to do and it models the way for others.
